The New York City Housing Authority (NYCHA) is a public development corporation which provides public housing in New York City, and is the largest public housing authority in North America. Created in 1934 as the first agency of its kind in the United States, it aims to provide decent, affordable housing for low- and moderate-income New Yorkers throughout the five boroughs of New York City. NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. NYCHA developments include single and double family houses, apartment units, singular floors, and shared small building units, and commonly have large income disparities with their respective surrounding neighborhood or community. These developments, particularly those including large-scale apartment buildings, are often referred to in popular culture as "projects."

The New York City Housing Authority's goal is to increase opportunities for low- and moderate-income New Yorkers by providing affordable housing and facilitating access to public service and community services. More than 360,000 New Yorkers reside in NYCHA's 335 public housing developments across the City's five boroughs. BLS Low Unemployment vs. The Fed's 39% Who Can't Afford $400
 
Notice the Bureau of Labor and Statistics unemployment figure doesn't jive with the Fed's figure of 39% of the population can't afford $400. Perhaps this is because the Bureau of Labor and Statistics is relying on telephones to collect this data, when they need to go door to door.

"Each month, highly trained and experienced Census Bureau employees contact the 60,000 eligible sample households and ask about the labor force activities (jobholding and job seeking) or non-labor force status of the members of these households during the survey reference week (usually the week that includes the 12th of the month). These are live interviews conducted either in person or over the phone." [source]

And the Bureau of Labor and Statistics gives us 3.5% unemployment for last month. But the Federal Reserve finds "Twenty-three percent of prime-age adults (ages 25 to 54) were not working in the month before the survey, matching the share who were not working in 2021. This share is less than the 26 percent who were not working in 2020" [source]
 
The Federal Reserve uses Ipsos. "While the sample was drawn using probability-based sampling methods, the SHED was administered to respondents entirely online. Online interviews are less costly than telephone or in-person interviews and can be an effective way to interview a representative population. [source]
